Helmets are occasionally used, but there is no consistency.

People are often two-up (and rarely more) on the little two-wheelers. If a woman is on the back, she is almost always riding side-saddle, even if dressed in western clothing that would allow a "normal" seating position. A man is never side-saddle on the back.

If a woman is driving, it is usually a scooter rather than bike/moped.

Passing someone while they're already passing someone -- sure, go for it. This seems to be the exception to the outside of the road is "safe" for going one way.

ironphoenix and I were surprised by the "road rules" in Costa Rica, or lack thereof. One of the first things we learned was that stop lights there are like walk/don't walk lights in Ottawa: merely advisory.

I don't think I've seen traffic lights here, yet. But, in Mexico they were treated like you're talking about. I expect if they do exist here, they're advisory (at best), too.
