I am, sadly, with Sympatico. If I notice too much traffic shaping, I may (finally) be inclined to switch. When I started my Sympatico (many years ago) it had no quota for monthly bandwidth consumption, and every time they've offered me a change/price reduction/whatever that listed a monthly bandwidth quota I have declined to take that option. I should, still, have no quota.
Rogers is evil for traffic shaping. IF you find a traffic shaping issue with Sympatico, consider NCF. Generally same service but cheaper as Sympatico (i.e. I think the speed is 5M/800 or something like that). There is a bandwidth limit of 200Gb. Cost is $30 a month, $34 if you want a static IP.
Some torrent clients (Azreus, uTorrent) have header encryption (you need to turn it on), so it makes it much more difficult (if even possible) to traffic shape the torrent packets.
Your IP is still visible though, you need to go through Tor, or have open wifi for denyability. Although I suppose it's a bit less of an issue in CA.
