Is he saving time?

I saw a guy at work a couple minutes ago walking slowly along, a laptop open in his hands, reading something (email?) from the laptop. He was, obviously, walking a lot more slowly than normal. I expect he was probably reading more slowly, too. Do you think he really saved time, vs, just walking quickly to where he was going, then reading whatever it was when he got there?
