I recognize which states are represented by the outlines right way. I don't recognize the connection that the puzzle seeks, even if it doesn't like too many capitals. I don't get the title, in this case.

My apologies on saying "not postal code". To me, a postal code is "K1R 7A6" and when you said postal code I mentally translated to "zip code" and there was no use of zip codes.

But, yes, it did use the postal abbreviations for the states.
